Notice of Preparation of a Draft Environmental Impact Report and Scoping Meeting

Notice of Preparation: The purpose of this notice is to notify public agencies and the general public that the MCSD, as the lead agency, will prepare an Environmental Impact Report (EIR) for the McCloud Artesian Spring Water Bottling Facility Project (proposed project). The MCSD is interested in the input and/or comments of public agencies and the general public as to the scope and content of the environmental information that is germane to the agencies’ statutory responsibilities in connection with the proposed project, and public input. Public agencies will need to use the EIR prepared by the MCSD when considering applicable permits, or other approvals for the proposed project.

Project Title:               McCloud Artesian Spring Water Bottling Facility Project

Project Location:         North of the town of McCloud, California, in unincorporated Siskiyou County. Assessor’s Parcel Numbers (APNs) 028-240-330 and 028- 440-570.

 Comment Period: Consistent with the time limits mandated by State law, your input, comments or responses must be received in writing and sent at the earliest possible date, but not later than 5:00 PM, February 2, 2018. *Due to website difficulties, we’ve extended the deadline to February 5, 2018.

Scoping Meeting: On January 18, 2018, starting at 6:00 PM the MCSD will conduct a public scoping meeting to solicit input and comments from public agencies and the general public on the scope of the proposed Draft EIR for the proposed project. This meeting will be held at Scout Hall, 405 E. Colombero Drive, in Hoo Hoo Park, McCloud, California, 96057. 

This meeting will be an open house format and interested parties may drop in to review the proposed project exhibits and submit written comments at any time between 6:00 PM and 8:00 PM. Representatives from the MCSD, the EIR consultant, and the Applicant will be available to address questions regarding the EIR process. Members of the public may provide written comments throughout the meeting.

Project Location and Existing Uses:

The proposed project site is located north of the town of McCloud, California (APNs 028-240-330 and 028- 440-570), in unincorporated Siskiyou County. McCloud is located in southern Siskiyou County approximately 70 miles north of the City of Redding, 49 miles south of the City of Yreka, and 12 miles east of the City of Mt. Shasta. The 31.38 +/- acre project site is part of a 446.6-acre parcel located in Section 31, Township 40 North, Range 2 West, Mount Diablo Baseline and Meridian.

Currently, the project site comprises a former lumber storage area associated with the former Cal Cedar lumber mill to the south of the project site. The former on-site lumber storage area is interspersed with trees and native vegetation, with more heavily forested areas occurring along the eastern boundary of the project site, near Squaw Valley Creek. Squaw Valley Creek traverses the eastern portion of the project site. The project site also includes the MCSD’s concrete reservoir, which stores overflow from the MCSD’s water system. A dirt access road runs along the project site’s western boundary and provides access to the MCSD’s two water storage tanks and associated water system infrastructure.

Project Description Summary: The proposed project would consist of the operation of a water bottling facility for the production of artesian spring water at the gravity fed source within the proposed project site. The proposed bottling facility would be approximately 105,000 square feet (sf). The bottling facility would consist of two primary components: Finished Product Warehouse (45,000 sf) and Production Area (60,000 sf). The project would include associated on- and off-site infrastructure improvements to support the proposed development, such as provision of domestic water, fire flow water, and wastewater service.

 Project Entitlements: The project applicant is requesting the following entitlements for the proposed project:

MCSD (Lead Agency)

  • Certification of the EIR.
  • Annexation to the MCSD (authorize submittal of annexation application to LAFCO).
  • Development Agreement for extension of water and sewer facilities.
  • Industrial Wastewater Discharge Permit from the MCSD and Central Valley Regional Water Quality Control Board (CVRWQCB).
  • Sewer/Water Connection Application and Permit.

Siskiyou County (Responsible Agency)

  • Tentative Parcel Map
  • Tentative Rezone approval of the proposed site from Timberland Preserve Zone to M-H Heavy Industrial.
  • General Plan Amendment to amend General Plan Map 11, Woodland Productivity, to remove the Woodland Productivity resource designation from the project site.
  • Grading and building permits.

 CAL FIRE (Responsible Agency)

  • Final approval of Rezone from Timberland Preserve Zone to M-H Heavy Industrial.
  • Issuance of Timberland Conversion Permit (TCP).
  • Approval of Timber Harvest Plan (THP).

Siskiyou County Local Agency Formation Commission (Responsible Agency)

  • Annexation of the project site to the MCSD service area. The project site is located within the MCSD’s Sphere of Influence.

Other Agencies

The proposed project could require the following actions by other entities:

  • Air District Permits including Authority to Construct and Permit to operate.
  • FDA approval of bottling process.

Other Components

  • A Pacific Power substation connection point located approximately 800 feet southeast of the site.

Initial Study: An Initial Study has not been prepared for this project. The EIR prepared for the proposed project will analyze the project-specific and cumulative impacts pertaining to all of the resource areas identified in Appendices F and G of the CEQA Guidelines.
